The four lines of a delivered quote
| Line | What it is | How it is set |
|---|---|---|
| 1. Ex-works rate | Material price per weighbridge tonne, loaded at the works gate | Our published rate, confirmed at order |
| 2. Royalty and levies | AP seigniorage fee, DMF and MERIT on each tonne of mineral | State schedule; itemised at actuals |
| 3. Transport | Tipper hire from the works to your site | Distance, diesel, waiting time |
| 4. GST | 5% under HSN 2517 | IGST from AP into TN; CGST + SGST within a state |
Worked example: 18 MT of 20mm
| Line | Amount |
|---|---|
| Ex-works (18 MT x ₹475) | ₹8,550 |
| Transport (18 MT x ~₹400) | ₹7,200 |
| Royalty and levies | At actuals, itemised |
| Taxable value before royalty | ₹15,750 |
| GST 5% | ₹788 |
| Total before royalty | ₹16,538 |
| Per MT before royalty | ₹919 |
| Line | Amount |
|---|---|
| Ex-works (18 MT x ₹475) | ₹8,550 |
| Transport (18 MT x ~₹570) | ₹10,260 |
| Royalty and levies | At actuals, itemised |
| Taxable value before royalty | ₹18,810 |
| GST 5% | ₹941 |
| Total before royalty | ₹19,751 |
| Per MT before royalty | ₹1,097 |
Transport uses our estimator's distance slabs; the firm figure comes with your truck slot. Royalty is added at the amount actually paid for that load.
Gummidipoondi and North Chennai are only a few kilometres apart on the route from the works, so the whole northern belt prices close together.

Royalty and levies
Royalty, called seigniorage fee in Andhra Pradesh, is what the state charges for every tonne of mineral that leaves the lease. DMF (District Mineral Foundation) and MERIT contributions are added as applicable. Our stone is AP origin, so every load carries an AP e-transit pass tied to the vehicle, quantity and destination.
We show royalty as its own line at the amount actually paid, rather than hiding it in the rate. A quote that is cheaper because royalty was "not needed" is material that can be stopped at a check post.
Transport: how distance is priced
| Distance from the works | Rate | Example |
|---|---|---|
| Up to 30 km | ₹5.0 per MT per km | Short leads cost more per km because loading and waiting dominate |
| 31–60 km | ₹4.2 per MT per km | Srikalahasti, about 40 km |
| Over 60 km | ₹3.8 per MT per km | Gummidipoondi about 82 km; North Chennai about 90 km |
| Minimum | ₹90 per MT | Any delivery |
Diesel is a large part of a tipper's running cost, so freight follows the pump price. If the site cannot take the truck on arrival, waiting time is charged.
| Area | Blue Metal 20mm delivered / MT | M-Sand delivered / MT | Distance | Truck time | Quote |
|---|---|---|---|---|---|
| Srikalahasti | ~₹677 | ~₹730 | ~40 km | 1 h | |
| Tiruvallur | ~₹919 | ~₹971 | ~67 km | 2–2.5 h | |
| Gummidipoondi | ~₹919 | ~₹971 | ~82 km | 2.5–3 h | |
| Ponneri | ~₹919 | ~₹971 | ~85 km | 3 h | |
| Avadi | ~₹1,024 | ~₹1,076 | ~89 km | 3 h | |
| Chennai | ~₹1,097 | ~₹1,150 | ~90 km | 3–3.5 h |
GST and the e-way bill
- Jalli, crusher dust, M-Sand and P-Sand: 5% under HSN 2517; IGST 5% from Andhra Pradesh into Tamil Nadu, CGST 2.5% + SGST 2.5% within a state.
- River sand: 5% (natural sand, HSN 2505).
- TMT bars: 18%.
- Input tax credit: registered builders, RMC plants and contractors can generally claim it; confirm with your tax adviser.
- E-way bill: required for inter-state movement once the consignment value exceeds ₹50,000. A multi-load invoice crosses it quickly, and we never split invoices to avoid it.
Stock items and partner items
River sand, TMT bars, hollow and solid blocks, fly ash and red bricks are stock items. They are priced in their own unit (per kg, per piece, per 1,000 or per load) and delivered from the nearest of our yards that holds the item: Madhavaram, Uthukottai, Vengal Koot Road, Sathyavedu, Kavaraipettai Main Road and Manellore SIPCOT. River sand comes only from government-approved sources, with a valid transit permit for every load.
Partner items, such as cement, paints, tiles and plumbing, are quoted by the partner supplier. We arrange them and earn a referral commission; they are not part of our price lines.
How to compare two quotes
- Same unit: convert both to rupees per weighbridge tonne delivered. For 20mm, one unit (100 cft) is about 4.4 MT.
- Same contents: ask whether royalty, transport to your gate and GST are included or extra.
- Same papers: tax invoice with HSN, e-transit pass, weighbridge slip and, where needed, the e-way bill.
- Same material: washed or unwashed, graded to IS 383 or "20mm approx".
- Same truck: a 16 MT truck priced like an 18 MT truck costs you an extra trip on a big pour.
If a delivered price looks lower than the sum of these lines, one of them is missing.
